Following a two-day surveillance audit by representatives of T脺V-S脺D Philippines, the 91性息港 received favorable results for its Eighth Surveillance Audit Cycle using the ISO 9001:2015 standard for the 鈥淒esign, Development, and Provision of Secondary and Higher Education.鈥 Leading the audit team was Ms. Michelle Geli, who was joined by Mr. Charlie Labrador.

The two-day onsite audit included meetings with Top Management, led by the University Rector, Very Rev. fr. Richard G. Ang, O.P., PhD, the Office of Planning and Quality Management, led by Assistant to the Rector for Planning and Quality Management Clarita D. Carillo, PhD, and the various academic and administrative units who were included in the audit list. The audit yielded positive results, with only a few points for improvement and only one minor nonconformity that can be addressed within the next audit cycle.

In a memorandum dated April 26, 2023, Carillo thanked all units for participating in the audit and shared that based on comparative annual data from 2018, the number of findings have steadily decreased, indicating sustained quality of systems made even better through improvements implemented.

The audit, which primarily checked the extent of conformity of the University鈥檚 management system against the ISO 9001:2015 criteria and standards, also looked into compliance with various statutory, regulatory, and contractual requirements as applicable to the various programs and services.

Professor Clarita D. Carillo, PhD, UST鈥檚 Assistant to the Rector for Planning and Quality Management, has been appointed by the Master of the Order, Very Rev. fr. Gerard Francisco P. Timoner III, O.P., as a member of the Board of Trustees (Consiglio di Amministrazione) of the Pontifical University of Saint Thomas (the Angelicum) in Rome, Italy, for the next three years.

Carillo, UST鈥檚 longest-serving Vice-Rector for Academic Affairs (2006-2017), will be taking on the post in addition to having done consultancy work for Angelicum since 2019.

A seasoned administrator and an expert in the fields of educational administration and quality management, she is a Lead Assessor for ASEAN University Network Quality Assurance, a former accreditor of the Philippine Association of Colleges and Universities Commission on Accreditation, and began the active journey of UST to have its programs locally and internationally certified. Under her leadership as VRAA, UST secured accreditation statuses from PACUCOA, which consistently recognized UST for having the most number of accredited programs. UST likewise became an Associate Member of AUNQA in 2016, and in 2019, during her incumbency as the Assistant to the Rector for Planning and Quality Management, UST secured the Institutional Certification from AUN-QA.

Carillo, a faculty member of the Department of Secondary Education of the College of Education, is also a member of the Education cluster of the UST Graduate School.

The Master of the Order of Preachers, Very Rev. fr. Gerard Francisco P. Timoner III, O.P., appointed Professor Clarita D. Carillo, PhD, Assistant to the Rector for Planning and Quality Management, as Advisor of the newly formed Committee on Professionalization of DOMUNI Universitas, implementing one of the mandates of the Acts of the 2019 General Chapter in Bi锚n H么a, Vietnam.

The April 6, 2021 appointment quoted Act 370 of the General Chapter and outlined the work of the committee as follows: 鈥淭he committee, in dialogue with the leaders of DOMUNI Universitas, will help DOMUNI Universitas with its recommendations to put in place the academic criteria highlighted by the certification process undertaken in Switzerland: a scientific council, full-time professors, research activities, coherence between courses, and governance.鈥

The appointment will be in effect until 2024. Joining Carillo in the committee are fr. Franklin Buitrago Rojas, O.P., Prof. Fran莽ois-Xavier Cuche, fr. Francesco Compagnoni, O.P., fr. Jean Jacques P茅renn猫s, O.P., fr. Benjamin Sombel Sarr, O.P., fr. Guido Vergauwen, O.P., fr. Alain Arnould, O.P., fr. Mark Padrez, O.P., fr. Pablo Carlos Sicouly, Socius of the Master for Intellectual Life.

Carillo, who specializes in educational assessment and quality, is a Lead Assessor for the ASEAN University Network – Quality Assurance Group, whose Institutional Certification UST recently obtained. She is also a member of the Institutional Sustainability Assessment team of the Commission on Higher Education and was involved as an assessor of the Philippine Association of Colleges and Universities Commission on Accreditation prior to her stint as Vice-Rector for Academic Affairs of UST from 2006-2017.

The 91性息港 now enjoys the coveted Institutional Certification from the ASEAN University Network 鈥 Quality Assurance (AUN-QA) group, a testament to quality education and processes UST has.

The plum makes UST the second in the Philippines to receive the recognition, and the eighth in the ASEAN region, where 120 institutions are AUN-QA members / associate members. UST is the first associate member to receive the Institutional Certification.

The news, communicated to the Office of the Rector on January 13, 2020, revealed that UST passed in all four areas assessed by AUN-QA, namely Strategic Quality Assurance, Systemic Quality Assurance, Functional Quality Assurance, and Results.

The assessment visit took place from October 21-25, 2019, in which a team of six assessors from the ASEAN regions looked at the aforementioned aspects and validated the claims in the Self-Assessment Reports vis-a-vis observed practices, existing supporting documents, and interviews with stakeholders.

In his final address to University administrators on January 15, former Rector happily broke the news and called on the community to study the findings well and act on the recommendations to further improve the university鈥檚 processes.

According to , Assistant to the Rector for Planning and Quality Management and lead official in this endeavor, the Institutional Assessment 鈥渨ill certainly enhance further the University鈥檚 reputation, strengthening its position among higher education institutions in the ASEAN region.鈥 Furthermore, Carillo added that 鈥渢he AUN-QA quality stamp is a quality assurance symbol easily recognized and understood by other HEIs in the region. To be the 8th institution to have been鈥ertified facilitates the opening of more doors of opportunities for UST in terms of internationalization, networking, academic and research collaboration, faculty and student exchange, student internship, and many others. It also heightens our participation in the educational aspect of the ASEAN integration.鈥

, Assistant to the Rector for Planning and Quality Management, was one of the two resource persons in recent meetings of officials of the Pontifical University of Saint Thomas (Angelicum) in Rome, and the Rome-based Dominican Curia, the highest governing body of the Order of Preachers.

Carillo鈥檚 presentation held at the Convent of Santa Sabina focused on how the 91性息港 has been implementing its quality management system following the Plan-Do-Check-Act (PDCA) framework. UST, which implements quality assurance measures following institutional standards provided by agencies like TUV-SUD (ISO), also recently underwent its Institutional Assessment by the ASEAN University Network 鈥 Quality Assurance Group (AUN-QA), of which it has been an Associate Member since 2016.

Included in the presentation were processes and practices, both at the university and unit levels, such as strategic and operational planning sessions, translation of the Mission-Vision statements, Strategic Directional Areas, Key Result Areas, and Key Performance Indicators  into implementing policies and activities, feedback and review mechanisms, such as management review meetings, student satisfaction surveys, and internal and external quality audit sessions, among others. Interspersed with these were the challenges and significant lessons that the University has learned over the years, which helped illustrate the PDCA principles in action.

Carillo, who has headed the聽聽since 2018, was UST鈥檚 Vice-Rector for Academic Affairs from 2006-2017. She is a member of the Commission on Higher Education鈥檚 Institutional Sustainability Assessment (ISA) team and is a Lead Assessor of the AUN-QA group. She also teaches educational planning and quality management courses at the聽聽and is a faculty member of the聽聽of the聽.

The Faculty of Engineering sent six faculty members on Study Leave this First Term of AY 2017-2018, four of whom are attending Universities abroad, and three out of six are pursuing doctoral studies. Five faculty members received prestigious scholarship grants from various scholarship-giving institutions, while one received assistance from Engineering Alumni.  They are the latest addition to an unprecedented total of 45 Engineering faculty members who have gone on Study Leave since AY 2012-2013.  This is the result of the general directive from the Rector of the University, heeded by the Dean of the Faculty, Prof. Philipina A. Marcelo, PhD, with the guidance and support of Prof. Clarita D. Carillo, PhD, former Vice-Rector for Academic Affairs (VRAA), and the new VRAA, Prof. Cheryl R. Peralta, DrPH.

The new batch of faculty members to go on Study Leave was led by the former Supervisor of the Electronics Engineering (ECE) Laboratory, Engr. Josyl Mariela Rocamora (ECE 2011, magna cum laude), who is now working on her PhD degree at The Hong Kong Polytechnic University (#29 in Asia per QS ranking, 2016). She received scholarship grant from HK Polytechnic for the duration of her Program to work on wireless technologies. Engr. Rocamora was recipient of the prestigious BPI-DOST Science Award in 2011 and obtained her Master鈥檚 degree at the University of the Philippines in Diliman, Quezon City.   

Another ECE faculty member, Engr. Seigfred V. Prado, goes on Study Leave as a PhD student at the Centre for Doctoral Training in Neurotechnology for life and health at the Imperial College London (#8 in the World per latest QS ranking; #6 in Top Universities in Engineering and Technology per QS, 2016).  Engr. Prado received EPSRC Studentship. He was on one-year Study Leave previously for his Master鈥檚 degree in Hong Kong University of Science and Technology (#4 in Asia per QS ranking, 2016), where he graduated with academic distinction.

The Department of Chemical Engineering (ChemE) sends Asst. Prof. George Y. Chao, Jr. on Study Leave as well.  He is the 8th faculty member to pursue doctoral studies in the Department since AY 2013-2014.  This is projected to increase the number of faculty members with PhD degrees to at least 10 by the end of AY 2019-2020, which is close to 50% of ChemE faculty members.  Asst. Prof. Chao received scholarship Grant from the DOST Science Education Institute (DOST-SEI) under its Accelerated Science and Technology Human Resource Development Program (ASTHRDP) to pursue PhD in Environmental Science at the University of the Philippines in Diliman, Quezon City.  Asst. Prof. Chao is the first to receive ASTHRDP doctoral scholarship grant in the Faculty of Engineering.

Engr. Hyson Peter David (EE 2013, magna cum laude) received Australia Awards (AA) scholarship grant to pursue Master鈥檚 studies in Curtin University in Western Australia.  He is the second faculty member in the EE Department, and one among a total of eight in the Faculty of Engineering, to receive the same prestigious scholarship grant since 2016. Engr. David has been the coach of the Electrical Engineering Quiz Team, which won the national championship last year 鈥 for the first time in about two decades. He now works on Smart Grid as specialization in his Master鈥檚 Program.

The Civil Engineering (CE) Department鈥檚 Engr. Rocel A. Pioquinto (CE 2011, summa cum laude) received the Commission on Higher Education (CHED)-Australia Awards scholarship grant to study for her Master鈥檚 degree in Structural Engineering at the University of Sydney (#41 in Top Universities in Engineering and Technology per QS, 2016).  She is the first in the Faculty of Engineering, and in the University, to receive said scholarship grant.

The past immediate Chairperson of the ChemE Department, Engr. Mark Emile H. Punzalan, received invitation as a non-degree student to the Department of Food Science of the College of Agriculture and Life Sciences of Cornell University in Ithaca, NY, USA. Engr. Punzalan will work on his thesis in Cornell for his Master鈥檚 degree at the UST Graduate School. Cornell University is one of the eight Ivy League universities in the USA. It is ranked #14 in the world per latest QS world ranking, and #3 in Agriculture and Forestry.  Engr. Punzalan received financial assistance from the UST Engineering Alumni Association, Inc. and other alumni donors who support the Faculty Development Program if the Faculty of Engineering.

The PTC is the umbrella organization of all the Engineering Professional organizations duly recognized by the Professional Regulation Commission (PRC). It is the representative and signatory for the Philippines to the Washington Accord (WA) per Commission on Higher Education (CHED) Memorandum Order No. 37 series of 2012; and was designated by CHED to accredit Engineering Programs for WA recognition. Presently, PTC is a provisional member of WA. When PTC becomes full member, the Programs it accredits will gain recognition in all the WA member countries in accordance with the understanding on mutual recognition and essential equivalence of accredited Programs between WA member countries.

The PTC Program Evaluation Team (PET) in the Interim Visit was led by the Chair, Engr. Lorena Ilagan of the Institute of Electronics Engineers of the Philippines (IECEP), and Deputy Chair, Engr. Maribel Songsong of the Institute of Chemical Engineers (PIChE). The other members of the PET were: Dr. Maria Cecilia Marcos of the Philippine Institute of Civil Engineers (PICE), Engr. Divina Gracia Ronquillo of IECEP, Dr. Florigo Varona of the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEEP), Dr. Dennis Kilongkilong of the Philippine Institute of Industrial Engineers (PIIE) and Engr. Orlando G. Perez of the Philippine Society of Mechanical Engineers (PSME). The accreditation process was observed by the PTC President, Engr. Federico A. Monsada and Engr. Mel Dennis Ferrer (Deputy Executive Director), and the Accreditation and Certification Board for Engineering and Technology (ACBET) Chair, Dr. Lydia Tansinsin.

The top Administrators of the University showed support for the five Programs and the accreditation process by accommodating the PET in an interview to discuss the University鈥檚 efforts over the last two years towards successful implementation of Outcomes-Based education (OBE). The Team of Administrators were led by no less than the Rector of the University, , who received the PET and the PTC Team to his Office for the interview. Other members of the Administration Team who joined the Rector in the interview were the Vice-Rector, Rev. Fr. Filemon I. dela Cruz, Jr., O.P., Vice-Rector for Religious Affairs, , , and Rev. Fr. Rolando M. Castro, O.P., SThL, Vice-Rector for Finance.

The five Programs were led into the accreditation process by , Dean of the g with support from the Regent, Rev. Fr. Roberto L. Luanzon, Jr., O.P., Assistant Dean, Asst. Prof. Rhoderick D. Asis, and Faculty Secretary, Asst. Prof. Evangeline E. Dele帽a. The Programs were led by the Chairs: Asst. Prof. Rodelio A. Tiburcio (CE), Asst. Prof. Nelson M. Pasamonte (ME), Engr. Raymond A. Marquez (EE),  (ECE) and Engr. Angelo O. Valte (IE).

The Interim Visit and other activities leading to the Visit were coordinated by the Engineering Accreditation and Continuous Quality Improvement Program (EACQuIP) Team led by Asst. Prof. Ma. Luisa T. Asilo. Members of the Team whose engagement and commitment were crucial to the favourable outcome of the Interim Visit were Engr. Ryan A. Ramirez and Engr. Rommel V. Roxas (CE), Engr. Christopher Isaac L. Razo, Engr. La Verne Ramir D. Certeza and Engr. Raymundo M. Melegrito (ME), Engr. John Toby A. Candelaria and Engr. Erica M. Ocampo (EE), Engr. Kanny Krizzy D. Serrano and Engr. Josyl Mariela B. Rocamora (ECE), and Engr. Charlie A. Marquez and Engr. Gabriel C. Bucu (IE).

The official result of the Interim Visit will be released by PTC in four to six months.

Vice-Rector for Academic Affairs , delivered a plenary speech during the 3rd聽International Conference on Local Knowledge in the Face of the ASEAN Integration 2015, held from July 24-25, 2015, in the University of St. La Salle, Bacolod City. The conference was organized by the Asian University Digital Resource Network.

In her speech, Dr. Carillo talked about the 91性息港鈥 response to the challenges of ASEAN 2015. She presented the University鈥檚 response to the threefold thrusts of higher education institutions鈥攖eaching, research and community service鈥攁nd likewise presented how UST鈥檚 recent moves are aligned with the ASEAN Integration 2015 and the ASEAN Vision 2020.Dr. Carillo underscored the need to face the challenges head-on, mentioning the imperative changes in organization and structure, faculty development, curriculum, learning, research, quality assurance and international competitiveness, as she highlighted that the ASEAN Integration is a clear manifestation of the need for higher education institution鈥檚 to embrace internationalization as the new norm.

Also in the same conference, , a faculty member of the , presented about the exhibitions she and her colleagues mounted in 2011. Her paper, 鈥淐elebrating Art and Culture during the 91性息港 Quadricentennial Year,鈥 presented how temporary exhibitions can be research outputs themselves. This provided the members with valuable tips on how to mount and curate impressive exhibitions that are not only impressive in terms of aesthetics but are likewise substantive in terms of content.

Bulanadi said that exhibits 鈥渕ake people remember and clarify the events and things that happened in the past, to add to existing knowledge and most of all, to gain a greater appreciation of how things were in the beginning of time.鈥 She used this as a springboard to conduct a thorough analysis of the exhibitions done during the Quadricentennial year, in order to gain a clearer understanding of history and culture. Bulanadi鈥檚 exhibits were part of her research in the old Center for Intercultural Studies, which is now with the Research Center for Culture, Education and Social Issues.
